The governors of the Great Lakes states, and the premiere of Ontario, Canada unanimously agreed earlier this month to allow a Wisconsin city to withdraw large amounts of water from Lake Michigan. It is a first and it raises the question, "is it a precedent that poses a threat to the Great Lakes?"
