The governors of the Great Lakes states, and the premiere of Ontario, Canada  unanimously agreed earlier this month to allow a Wisconsin city to withdraw large amounts of water from Lake Michigan. It is a first and it raises the question, "is it a precedent that poses a threat to the Great Lakes?"  In search of an answer, Michigan League of Conservation Voters Executive Director Lisa Wozniak alks with Marc Smith, Policy Director of the Great Lakes Resource Center of the National Wildlife Federation
