Ann Arbor, MI – Ann Arbor's city council has approved new rules for taxi cabs. City officials say the rules will improve the quality of service for customers, but some cab company officials say the change that prohibits dual licensing of vehicles as cabs and limousines will hurt small cab companies and consumers.
