The approval followed a tie vote earlier in the meeting that rejected the contract.</p><p></p><p>Council members Brian Robb, Susan Moeller and Pete Murdock had voted "no" on the contract.&nbsp; Moeller wasn't happy that the contract didn't include raises.&nbsp;
